Start code review on assigning a MR to someone other than the author

Overview

The way that Code Review Analytics computes review time is based on line comments in the MR from someone other than the author.

At GitLab, I believe we signal the start of review when the author of a merge request assigns the MR to someone else. We should update Code Review Analytics to include this behavior, so the start of review can be triggered by multiple events:

• A line comment in the MR by someone other than the author,
• Assigning an MR to someone other than the author,
• An approval by someone other than the author.

Begin the code review timeline when a merge request is assigned to a user who is not the author of the MR.
