Add cache hit/miss counters to Gitlab::Diff::HighlightCache

We started adding metrics around memory usage in #37456 (closed), and as part of that work I wanted to add hit/miss counters. Since that issue is currently blocked by infrastructure, let's add hit/miss counters separately.
