Display warning when service desk issue gets moved to a project without service desk enabled

In case a service desk issue gets moved into a project without service desk enabled
the client that created the issue via email won't receive notifications anymore because of permissions. This could cause confusions when GitLab users thinks customers are still being notified.

Possible solutions

If it this situation happens display a warning on the moved issues
