Organisation of test artefacts

We have excellent test docs but our test files are not so well organised in places.

The request spec directory has controller tests in it, etc (e.g. spec/requests/jwt_controller_spec.rb and health_controller_spec.rb which should probably be moved to spec/controllers 🤔

There may be other shuffling around of files we can do, and the above is what comes to mind.
