Haml scoped labels incorrect text color

If the text on the left side is dark gray, the text on the right side should also be dark gray (per gitlab-ui#470 (closed)).

This logic exists in the gitlab-ui component (https://gitlab-org.gitlab.io/gitlab-ui/?path=/story/base-label--scoped) but not the Haml version in gitlab.
