Project integration settings inherit from group level when configured

This is an iteration that will enable us to eventually accomplish the next goal of group-level integration settings from which projects can inherit from a group level integration by default.

#208008 (closed) defines the UI work for group level integrations. At the point we start working on this issue, inheritance from instance level should be already in place.

Group level inheritance will live in between instance level and project level.
