Display history of vulnerability state changes

Problem to solve

We need to show a history of the vulnerability state changes that are made through the vulnerability state switcher: https://gitlab.com/gitlab-org/gitlab/-/issues/38123 The history should be shown as a list on the standalone vulnerability page, which shows the details of a vulnerability.

NOTE: This issue is to only implement the history list without the comment textbox. Adding in the comment textbox is a separate issue: #209993 (closed) and depends on this one to be completed first.
