Move features to core: "Issue Board Focus Mode"

Tasks

• Initially remove feature checks to enable for all tiers on EE (!28597 (merged))
• Update E2E test (#212331 (comment 315425880))
• Remove UI use of focus_mode_available, which !28597 (merged) now simply sets to true
