Add number of project compliance frameworks to usage ping

Manage:Compliance needs data to understand how users are interacting with the new "project compliance frameworks" feature (introduced under !28182 (merged)).

Proposal

Under the usage_activity_by_stage_manage method in usage ping, track the total number of "project compliance frameworks" records that exist on the instance. (Not the number of records created in the time_period.)
