Date time format should be consistent in the incident
The Start Time:
format in the incident is not consistent with the embedded metric.
Within the issue description the incident timestamp (Start time) is in UTC and the embedded metric charts are in the user's local time zone.
This issue was raised by several users based on the user research. We should make sure both times are displayed in the same time format.
We should come up with a long term solution on how to allow users to consume time both on UTC and user local however this is out of scope for this issue.

Start time:
within the incident issue description displays a formatted UTC timezone (to match with the rest of the triage workflow). We can show UTC time as follows:-

- Future iteration (out of scope for this issue): define a way for users to swap between local time and UTC in their Triage workflow. At that point, the user will be able to define what time zone will display on their incidents.
