Sort the language list

Current state

Currently, the list of languages in user preferences doesn't appear to be in any particular sort order.

Proposal

List the languages in a logical order for the users. Given that English is the default language in GitLab, the most appropriate sort order for the GitLab user is alphabetical, by the English name for the language. This is an MVC, as it doesn't address the actual sorting or a more comprehensive solution that would translate and sort the languages sensitive to the selected language.

In order for this sort to make a logical sense to the user, the English name for each language would need to be added to the list, in addition to the native name.
