Remove PostgreSQL 9.6 and 10 test suites from the gitlab and gitlab-foss projects

PostgreSQL 9.6 and 10 are no longer supported as of GitLab 13.0. To eliminate unnecessary overhead in our test suites, let's remove tests for these two versions of PostgreSQL once GitLab.com is updated to PG 11.
