Don't show notes in confidential issues as confidential notes

It seems that now, when an issue is marked as confidential, all notes are displayed as confidential, too. It is probably due to https://gitlab.com/gitlab-org/gitlab/-/blob/master/app/models/note.rb#L351. We should change that but make sure we don't break the visibility of notes in confidential issuees.
