Remove repeated legend deployboard

Problem to solve

On the environment list page when the deploy board is shown for multiple environments, the pod legend is being duplicated creating unnecessary visual noise which takes up vertical space.

Proposal

• Put a blue-500 question mark icon next to Instance for every environment which will summon a tooltip (placement example)
  • See if we can use a default component here so it has user interaction animations like hover, active, and focus.
• The tooltip will be using the standard GitLab pajamas tooltip component and will include the information
• The legend will be removed from every environment
