Admins cannot access projects with IP restriction

Summary

Admins cannot access projects within a group with an IP restriction.

Consideration: Should owners be able to bypass this too? They can already bypass the group level restriction if they want/need to change the setting.

Steps to reproduce

1. Set an IP restriction to a group.
2. As admin, attempt to access any project within the group.
3. Admin will get 404

Example Project

• Group IP restriction set to: 0.0.0.0/0
• Project: https://gitlab.com/arty-group/test-project

Since I access GitLab with IPv6, visiting the project as owner or as admin gives me 404.

Get a 404

What is the expected correct behavior?

Project is accessible.
