Rename user strategies for Feature Flags

Problem to solve

Our current names for user based strategies are confusing to the user. We should simplify the values and make them easy to understand.

Intended users

Feature flag managers

User experience goal

Proposal

New drop down values should be (user based):

• All users
• Percent of users
• User IDs
• User Lists

The docs should give an explanation of each strategy and its limitation
