Create a Jira Issues Controller

Description

As part of Expand Jira integration to allow viewing Jira issues &3622 (closed), we need to create a separate controller to pull the issues from Jira.

The idea is:

• Create a separate controller to interact with the Jira API.
• Have an index action - REST API call to GET Jira issues.
