Documentation of Jira issue integration

This issue is for coordinating all documentation work for Jira issue integration. Some of the documentation work may occur as part of work on other issues in the epic.

• Improvements are in progress for 13.2 to existing Jira docs !16889 (closed)
• The Issues MVC will be another feature added in the context of that content. It can be committed on that branch.
• For engineers working on docs or planning to as part of their issues: let’s coordinate here.
