Service Desk: Notify email_participants instead of external_author

Now that service_desk_reply_to has been renamed to external_author #225281 (closed), we have support for multiple participants #225293 (closed), and all new/existing service desk issues have entries in issue_email_participants #288715 (closed) now it's time for the functionality of notifications to be moved from the author to the multiple participants.
