Promise is undefined in all components dependent on monaco-yaml

Summary

monaco-editor has removed it's own promise implementation as a result monaco-yaml started getting related issues: https://github.com/pengx17/monaco-yaml/issues/22. This was fixed in 2.4.1 but we are still on 2.4.0 and there are seems to be breaking changes related to the upgrade: https://github.com/pengx17/monaco-yaml/pull/23#issuecomment-660024126. As a result several components output errors in production, examples for web ide below.
