Determine if any files in /doc/development belong to Plan

Issue Description

As part of the technical writing team's work to assign a stage / group to as many documentation pages as possible, we're currently reviewing the doc/development directory.

For this issue, please let @msedlakjakubowski know if any of the pages in this folder, or its subfolders, belong to devopsplan and one of its groups:

• ~"group::certify"
• ~"group::portfolio management"
• groupproject management

Marcin will then put metadata on the page.

Currently, no pages in these folders are assigned to the Plan stage, and it may be that no pages need to be.
