Re-organize operations nav items

Problem to solve
As part of #211406 (closed), we proposed changes to the Operations nav structure, which we tested out as part of ux-research#833 (closed).
We're creating separate implementation issues for the required changes so they can be handled by the teams responsible for them.

Release
will tackle moving Feature Flags and Environments out of Operations as part of --> #225307 (closed) -
Configure
will tackle moving Kubernetes and Serverless as part of a separate issue, issue reference TBC. - This issue is for implementing the
Monitor
changes, which essentially just involves re-ordering the remaining nav items within Operations so that similar items are grouped together.
Intended users
User experience goal
Ensure that users can easily find/access all the Operations nav items.
Proposal
Essentially, we are just changing the ordering of the remaining items in the Operations menu, so that similar items are grouped together. Right now it's:
- Metrics
- Alerts
- Incidents
- Tracing
- Error Tracking
- Logs
The proposal is to more closely group the "APM" features and the incident management features together as, right now, the Incident management features are sitting right in the middle of the APM features. Here is the proposed re-order:
