[MR Analytics] Add MTTM container (BE)

Problem

This is the backend implementation issue for #229389 (closed).

Proposal

The GraphQL API should return the "mean time to merge" (the average amount of time between MR opened and MR merged) for a given time period and given filters. In the case of this MTTM container the default time period is 12 months.
