Webhook Jobs - Additional Field Request - CI_RUNNER_TAGS

With the self-managed runner fleet, we would like to determine if there are CI jobs tagged to specific resource request(runner), and would like to visualize the inferences to the jobs metrics based on the tags descriptions - like if there is a delay in job for a resource allocation due to the tags, and the cost involved with each resource, etc.,.

Currently, we only see the flag as tag - true\false (note: this refers to commit tag, not runner tags). With that we are able to determine if there is a tag in the CI Job, however not able to get the tags description. It would really help if we can have the additional field CI_RUNNER_TAGS to the already existing fields list in gitlab webhook job events. https://docs.gitlab.com/ee/user/project/integrations/webhooks.html#job-events
