Aggregate project release metrics in the CI/CD Analytics group page

We now aggregate the CI/CD Analytics metrics at the group level.
Problem to solve
As a user, I want to see the available CI/CD metrics in my group page, so I can see how many releases I have my your group and easily see how many projects in a group have a release.
Intended users
User experience goal
The user should be able to consume the number of releases and % of projects with releases in group at the CI/CD Analytics page.
Proposal
In the CI/CD analytics page #259697 (closed):
- User sees an empty state when there are no metrics available to be displayed.
- A help text and link to the documentation should be available.
- When metrics are available, user sees the analytics information for:
- Number of releases in group
- % of projects with releases in Group
Out of scope
Any frontend updates on style/UI of components is out of scope.
