Problem to solve
Modal to add escalation policy.
Intended users
User experience goal
User can add and update details for an escalation policy in a modal.
Proposal
Create modal for adding an escalation policy. MVC modal will include:
- Name
- Description
- Escalation steps
- Steps will be based on ACKNOWLEDGEMENT for the MVC
- First step execute immediately
- Time for each subsequent step is configurable
- Action for each step for the MVC will be limited to Notify users in the on-call schedule

- We can validate the rules as a group rather than individually, by field. Only leaving the schedule field blank will trigger the error at this time.
- If there is no schedule available, we can disable the field and introduce a tooltip letting people know that a schedule is required for creating an escalation policy.
