Remove the `:git_archive_path` feature flag
We should do this in %12.1 or so.
We introduced a :git_archive_path feature flag in https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/27275 . It's great, but we have backward-compatibility code in workhorse and gitlab-ce that can be removed once the feature has proven itself.
