Change MR Changes tab loading spinner to use skeleton loader
Currently when diffs are loading we show a simple loading spinner. It would be nice if we could change that to use a skeleton loader instead. Something like the below would be great!

An additional nice to have is adapting it based on the user's syntax highlighting theme:
