Re-name "DevOps Report" as "DevOps Reports"

Problem to solve

Currently there is a page called "DevOps Report" that has tabs for "Score" and "Adoption" (these tabs were introduced under #247112 (closed), previously there were no tabs). It is a bit difficult to explain "DevOps Report" (singular) clearly when it is basically made of multiple reports. Also, it is difficult to explain to "DevOps Report" when it is a different thing depending on what tier you are in.

Proposal

Re-name "DevOps Report" as "DevOps Reports". This way it will be clear that it is a feature composed of sub-features, which may or may not be available in a given tier.
