RSS Feed for Merge Requests

Problem to solve

I was looking for an easy way to announce merge requests on an IRC channel. While this is rather easy for issues - there is an RSS feed, and just about every common IRC bot comes with an RSS reader by default - there is no feed for merge requests.

Implement a RSS feed for merge requests, similar to the one for issues.

Permissions and Security

No different than for issues, I assume.

What does success look like, and how can we measure that?

The merge requests - e.g. https://gitlab.com/gitlab-org/gitlab-ce/merge_requests - would show that feed icon next to the search feed, and browsers with RSS support would recognize it as well.
