WebP images uploaded to issues and comments are treated as attachments

Problem to solve

WebP is a modern image format that is now supported by all modern web browsers. It provides superior compression to PNG and JPEG and is being used increasingly. When I try to share a WebP image in an issue description or comment, it is treated as an attachment - not an image.

If I edit the markdown by hand to add a leading ! it renders as an image.
