Doc updates for JIRA issue creation/configuration for vulnerabilities

Problem to solve

Documentation needs to be available when we launch feature allowing customers to create a JIRA issue (vs. a GitLab issue) from a vulnerability.

Further details

Typically documentation is included with the feature change. Since we've broken this feature in an iterative fashion & hid all functionality behind a feature flag, the documentation has not been delivered with each implementation issue.

Proposal

Since the feature which will allow customers to configure & then create JIRA issues from Vulnerabilities will be hidden behind a feature flag, this issue represents the documentation needs tied to releasing this feature.

Any engineer from the Threat Insights team can address this issue.
