Show message when user has no groups to migrate

Problem to solve

When the user has no groups in the source instance that they can migrate, the UI does not clearly communicate this to the user.

Proposed solution

Show a simple message to the user:

You have no groups to import | Check your source instance permissions.

If there are no groups available due to a filter that was applied, the message should state:

Sorry, your filter produced no results | To widen your search, change or remove filters above.
