Abstract out empty authorization checks

The following discussion from !40088 (merged) should be addressed:

  • @cablett started a discussion:

    We could even abstract this out to a method check_for_empty_authorization or something, so that comment isn't needed anymore.

    (and I'd suggest that for a new MR, of course) 🙂
