Move Ops Dashboard under Analytics

Problem to solve

Currently, we have an Analytics workspace and an Operations Dashboard next to it. Since we would like all Analytics to be in 1 place, let's just add the Operations dashboard as a tab on the left navigation menu.

1. Add the Operations dashboard on the left navigation pane of the Analytics workspace
2. Make Analytics workspace visible by default, so that it can always show the Operations Dashboard even if no other feature is on.
