Update Usage Ping implementation guides

Goal

Update https://docs.gitlab.com/ee/development/usage_ping/index.html#developing-and-testing-usage-ping with information about metrics YAML definition and name convention. Especially we need to emphasize, that developers during new metric implementation, first should place its corresponding query in usage ping payload, and then generate metric YAML definition, in order to be provided with name suggestion
