Partitioning: Cleanup web_hook_logs backfill

The second step for partitioning the web_hook_logs table (&5558 (closed)) is to cleanup the background migration that we used to copy data into the partitioned web_hook_logs table.

This will have to follow by one milestone the initiation of the partitioning and the scheduling of the background jobs in #323674 (closed)
