Build Workhorse once in setup-test-env

I noticed every build stage appears to take 1 minute to build Workhorse:

==> Setting up GitLab Workhorse...
    GitLab Workhorse set up in 63.34804652 seconds...

Perhaps we need to do what we do with Gitaly and build the binary once?
