Update metrics definitions from implemented to data_available for 13.10

With the milestone %13.10 we added multiple metric definitions with status: implemented

Looking at Data Availability this status could be updated after 22nd of the month + 8 days

A safe date could be 31st of March

We have an issue to make this automatic

• Update all metrics with milestone 13.10 with status data_available
• Generate a new Dictionary
