Adjust restricted start/end time when Oncall Schedule timezone is changed
Adjust the Oncall Rotation's start
& end
times when it's Oncall schedule timezone is changed.
This should be done in the backend automatically.
Take the following example, from @sarahwaldner:
If a rotation in schedule A (TZ=PST) was restricted to only have users on-call between 8am-5pm and then the TZ was changed to MST, the restricted time interval would become 9am-6pm
This has related frontend implications too. If we change to a timezone that has a 30 min
offset, we could end up with start/end times of, for example, 07:30
. The frontend needs to accomodate for this in it's UI.
