Update compliance frameworks labels to display consistently across the application

Problem to solve

There is a visual inconsistency between the compliance labels shown in the group-level settings and the project compliance framework labels. The group app shows the label scope.

Since there is currently plan to leverage scoped labels to any further extent we can update the group-level app to no longer display the compliance frameworks as scoped labels.
