Write documentation for running GitLab Pages without NFS in beta

It's already possible to run GitLab Pages without NFS attached, even though it's not yet tested in our production.

In %13.11 we aim to allow people to fully migrate to new pages architecture, however the doc might be too complex to write in one piece, so I suggest we write and merge "beta-verstion" first, and then gradually improve docs.
