[Engineering] What's New - Investigate/fix issue with alert being live but content not

Overview

With the most recent deploy (13.10) - I noticed on the day that What's New went live that I saw the notification dot and the number of new items displayed, but when I expanded the drawer to view the content, I did not see the new items.

I think there could be some kind of caching or other issue going on and I'm concerned that users are seeing the alert and engaging with What's New but not seeing new content, and then not re-engaging since the alert bubble/number are cleared.
