`bundle exec rubocop --parallel` still takes a lot of time in `static-analysis 3/4`

Rubocop takes around 1500 seconds (25 minutes!) to run, as seen in https://gitlab.com/gitlab-org/gitlab/-/jobs/1163764745#L72.
