Pin stable CI template to v1.6 of API Security container

Problem

The CI template for API Fuzzing has the version set to latest. In the future when breaking changes happen to the container image, offline users on v13 will be broken.

Proposal

Allow for future breaking changes by pinning the container version in the stable CI template.
