[VSA][BE] Update project-level metrics

As we aim for feature parity, we need to display the same metrics on project-level VSA as on group-level:

project level metrics	group level metrics

We need to extend the current project level metrics API to have the same structure as the group level. Also, at project level we'll need to do a license check to expose cycle time and lead time.
