Time label is misleading on the job details page

🧩 Problem

Time duration for pipelines and jobs are conveyed using multiple terminologies on the pipeline index and job detail pages. In #327109 (closed) we change Timing to Duration to be consistent for both the pipelines page and the jobs index page.

On the pipeline page Duration time appears after pipeline concludes, but on job detail page it gets updates as job progresses and the label "Duration" may imply total run time. This could cause confusion as this time changes while the job is still running.
