Missing space between paragraphs of draft comments in MR Reviews
Summary
The paragraphs within Draft comments (in MR Reviews) are missing spacing between them. But look ok when submitted as actuall comment. (reported by @rspeicher).
Steps to reproduce
Add a draft note to MR Review that has multiple paragraphs.
See they don't have the same vertical space between them as they do when submitted.

Any project with a MR Review started (can't link to a replication project as the Draft notes are individually owned). To see this you must do the steps above in your own account.
Possible fixes
This rule is there for a reason, but maybe we can exclude the .md context.
