VSA: Create and Delete options should remain visible in VS dropdown

Summary

When there are 10+ custom value streams already created in group VSA, the Create and Delete options get pushed to the bottom of the dropdown menu out of view. I need to scroll down in the dropdown to discover these options. If I don't scroll down, it isn't obvious to me that I can create or delete a value stream.

Proposal

Make the bottom section of the dropdown (the section containing the create and delete options) fixed so that these options are visible at all times
