FE: Fix consistency of user removal buttons in admin and group management dashboards
Problem
There are currently four different mechanisms for removing a user from different areas of the Admin and Group management areas. We should make this consistent.

In SM, Admin>Overview>Users, update the gear icon to the new design (ellipses with menu> Remove user
option) -
In SM, Admin>Overview>Users>open a user record, update the X icon next to group and project membership to the trash can icon (ref: #323283 (comment 567353646)) -
In Group and Project Members pages, update the trash can remove user control to the new design ( Remove user
button) -
